The pilgrims had planned no Mass or formal liturgy - only a few concluding prayers. According to the local newspaper La Voce, the decision to close the gates to the pilgrims was made by the rector of the sanctuary, Don Luca Meinardi, and by Bishop Daniele Salera of Ivrea.
